From Manila the easiest way to get to Puerto Galera is by private hire car or van and banca directly to Sabang Beach. Most resorts can arrange to pick you up from the airport or your hotel in Manila can probably arrange this for you as well.
Another option is tourist coach which is cheaper than private transfer but almost as hassle free. There are two main operators, the SiKat service (tel +63 2 5213344) which departs the City State Tower Hotel in Malate and the Swagman bus which leaves from the Swagman Hotel (tel +63 2 5238541). Both depart at 8.00am and charge a flat fee of about 700 pesos per person one-way which includes bus and ferry tickets, and a guide.
A cheaper method, but only recommended for the experienced traveller is one of the many public bus services which ply the route from various terminals in Manila to Batangas. If you are staying in Malate or Makati the closest is the JAM terminal at the corner of Buendia and Taft Ave. Make sure the destination sign reads 'Batangas Pier via Star Tollway' or similar for the most direct route. Once at Batangas Pier look for a ferry to Sabang or Muelle Pier in Puerto Galera is a second option but involves another transfer via jeepney or small banca to Sabang.
From Angeles the fastest road transport is with Angeles2Puerto who offer direct van & ferry transfers direct to Sabang Beach for around P1,300 per person. Call or text 0999 4492507 or check the website for details and bookings.
If travelling by public transport take a bus from Dau bus station in Angeles to Cubao bus station in Manila, and from there change to a Batangas bus.
The fastest and most expensive method from Manila or Angeles at around USD350 for up to 3 passengers is by seaplane but be aware that sea conditions are not always suitable for landing and takeoff.
